Motion to CHRO Conley re: Continuation of EviCore

Dear CHRO Conley,
I am writing as Chair of the Joint Health Care Committee (JHCC). The United Academics CBA Article 16.1.c requires that the JHCC prepare written recommendations, the Chair forwards the CHRO and the president of each represented employee group, the CHRO renders in writing within 20 business days of receiving the recommendations reasons for not accepting any recommendation, and copies of the recommendations and the CHRO’s decision be posted on the UAHR Benefits website.
At the meeting on March 18, the JHCC passed the following motion.
- UA should discontinue the use of Evicore in the UA Choice health plan at the earliest possible date.
The vote was 5 in favor and 2 against. There are 12 voting members of the JHCC, but
seven were present and we had a quorum. Those voting against the motion preferred
to have a full year of “savings” data before making this decision. Those in favor
felt that six months of data have been sufficient to indicate “savings” below what
Premera “promised,” and there are other factors such as “human costs” to consider.

As required under Article 16.1.C of the United Academics Collective Bargaining Agreement,
I am writing in response to the Joint Health Care Committee’s (JHCC) written recommendation
forwarded by the Chair of the JHCC, Jill Dumesnil sent on March 30, 2026. This is
in response to the motion made at the committee meeting on March 18, 2026, where the
JHCC recommended that the University of 91ֱshould discontinue the use of Evicore
in the UA Choice
health plan at the earliest possible date.
After careful consideration of the Committee’s discussion, vote, and the information currently available,the University of 91ֱwill not move forward with discontinuing EviCore at this time. EviCore was implemented in FY26 and remains in its initial year of operation under the UA Choice health plans. Preliminary savings information was reviewed by the JHCC in February and reflected projected plan-year savings of approximately $660,000. These projections were based on only the first six months of available claims data. While the concerns raised by the JHCC related to both financial performance and participant experience are understood and appreciated, the University believes that the data available to date is insufficient to fully assess the overall effectiveness and cost impact of the program. With only six months of experience data currently available, and utilization management savings and trend impacts typically require a longer evaluation period to ensure reliability.
Accordingly, the University intends to continue the EviCore program while additional data is collected,with the goal of completing a more comprehensive evaluation that includes a full year of performance and cost information. The University will reassess the program in FY27, at which time both financial outcomes and operational considerations including member impact will be reviewed and shared with the JHCC.
The University remains committed to working collaboratively with the JHCC and values the Committee's role in advising on benefit plan design and administration. Updated information and analysis will be provided as data become available to support future discussion and recommendations.
In accordance with Article 16.1.c, this memo serves as the CHRO's written decision.
