The current collective bargaining agreement expires June 30, 2007. University and Union representatives have been meeting a minimum of two days per week in Anchorage for negotiations sessions. The teams have had a total of 15 sessions. The teams will next meet on May 22-24 in Anchorage. The University and United Academics-AAUP/AFT (UNAC) hold regular availability of parties meetings; they last met on May 16, 2007 to discuss current issues. The University and ACCFT, Local 6070 and UNAC met in Anchorage on April 6 and 7 to discuss health care issues. Though not a mandatory subject of bargaining, the University invited feedback from the unions concerning FY2008 employee health care contribution rates. The parties also discussed the Universitys defined contribution rates for FY09 through FY11. The parties plan to meet in Anchorage on May 30-31 and June 1 to continue discussions on the future defined contribution rate. FY2008 employee charges were determined and open enrollment commenced in mid-April and ended on May 15, 2007. LABOR - MANAGEMENT COMMITTEES/EVENTS The University and Local 6070 continue to work through a Labor-Management Committee (LMC) at UAF and UAA to address Facilities Services issues. The Union Management Committee (UMC) for health care will resume meetings following health care discussions with ACCFT, Local 6070 and UNAC. GRIEVANCE/ARBITRATION HIGHLIGHTS 91ֱCommunity Colleges Federation of Teachers (ACCFT) UAS: ACCFT grieved the use of on-line student course evaluations, alleging that the on-line evaluations are a change in process that requires negotiation before implementation. The grievance is being held in abeyance as the parties continue discussions on the issues. UAA College of Arts and Sciences: A group of four faculty members within a department brought a complaint alleging abusive unprofessional treatment of them by a colleague. After investigation of the complaint, the University imposed discipline. The Union grieved imposition of discipline, alleging that the disciplinary investigation was not timely carried out and that the discipline was overly punitive. A Step 2 meeting was held on May 16 in Anchorage. The union requested additional time to continue its presentation of the issue and a follow-up meeting will occur on May 25, 2007. United Academics (UNAC) UAA College of Education: The union filed a grievance alleging violations of the collective bargaining agreement, Board Policy and University Regulation after a non-tenure track, term faculty member serving as the Department Chair participated in the evaluation of faculty members. This grievance arose from instances that occurred in the UAA College of Education, but was written to cover any other similar instances. The parties continue to work on the issues. UAA College of Arts and Sciences: The Union filed a Step 1 grievance alleging violations of Article 9 regarding UAAs policy of requiring five years in rank, three of which must be at UAA, prior to a faculty members eligibility to stand for tenure or promotion. The parties have agreed that this issue will referred to the Article 9 committee on evaluation and that the grievance will be held in abeyance. The Union and the University continue their discussion of resolution options. UAA College of Education and Community & Technical College: In 2005 the College of Education HOPE program was eliminated by Board of Regents action. Two tenured professors were part of the HOPE program. The Union grieved the program closure and tenured positions. The University and Union have settled this matter and the grievance has been withdrawn. UAA College of Arts & Sciences: A faculty member filed a Step 1 grievance, alleging violation of Article 13.1.3.a. The Union states that undergraduate student advising falls within the definition of teaching and should be allocated workload units. The University forwarded a proposed grievance resolution for the Unions consideration on December 7, 2006. The parties continue to discuss possible resolutions. UAA College of Education: The union filed a Step 1 grievance, alleging violation of Article 9. The Union states that the Dean inappropriately included material in the annual review file. Grievance timelines were extended to allow for discussion and resolution. The parties met on April 5, 2007 to hear the Unions concerns. The University responded on May 3, 2007 and denied the Unions proposed remedies on the grounds that no contract violation occurred. UAA Academic Affairs: The Union filed a Step 1 grievance, alleging violation of Article 9.2.5. The Union states the University Wide Faculty Evaluation Committee for tri-partite faculty is inappropriately constituted. The parties met on March 27, 2007 to discuss the issue. The parties agreed that the Union would provide names of eligible and willing faculty to serve on the committees and the files of affected faculty members would be re-evaluated by the new committees. The Union agrees that the resolution does not indicate non-compliance, that UAA has satisfied the unions concern and the matter is resolved. UAA College of Arts and Sciences: Two faculty members filed a grievance alleging hostile working environment due to age and gender bias. The matter is presently under investigation by Statewide Labor and Employee Relations and UAA HR. Local 6070 No grievances are pending. United Academic Adjuncts No grievances are pending. UAS Ketchikan Campus: Two employees were laid off as a result of the reorganization of the Continuing Education department. One employee has requested a lay off hearing.
